A1: What you can do is great players as young as possible at 99 then put them in a created team but dont use the created team just leave them threre then buy them at minimum price and at minimum wage 100% of the time no matter what but in some lucky cases you first think ythey havent signed them but re negociate and lower the price to minimum again and lower the wage to minimum this happened to me
i put a bid for a created 99 ovr at 18yrs old market value $74million 1st bid $30 million market wage $120,000 1st bid wage $50,000 this was rejected I didnt give up I put in another bid of $17million (yes seventine) ad wages at $30,000 they accepted although they may accept 1st bid. but they always accept one of the bids at minimum!
A2: Try buying Ninis from panathinkiakos (they are in the "rest of world league") I think he starts at 70 something but grows to like 89 more if you train him. buy him young and his wage will be low. Note: His fitness is really low due to that he is only like 17 but it grows.

Try buying coutinho he is a forward in the brazilian league, he grows to like 82 or more. His wage is reallly low if you compare to his stats but if you have a dream team his stats might be to low but would be good for bench so you can save some money on the wages. I score alot with him
